In its present form the constitution confers suffrage upon every male citizen of the United States who is twenty-one years of age or over and has resided in the state six months and in his township or ward twenty days immediately preceding an election; and any woman may vote in an election involving the direct expenditure of public money or the issue of bonds if she have the qualifications of male electors and if she have property assessed for taxes in any part of the district or territory affected by the election in question.
The first settlement within the present township of Lee was made in 1760.
All taxable property of the state, that of corporations for the most part excepted, is assessed by the township assessor.
Settled soon after the close of the War of Independence, the township of Barre (pop. in 1900, 334 6) was organized in 1793 and named in honour of Isaac Barre (1726-1802), a defender of American rights in the British parliament.
For each township there is a justice of the peace, chosen biennially by its voters.
Augusta was originally a part of the township of Hallowell (incorporated in 1771); in 1797 the north part of Hallowell was incorporated as a separate town and named Harrington; and later in the same year the name was changed to Augusta.
The prominence of the township as a manufacturing centre is due to Erastus Brigham Bigelow (1814-1879), one of the incorporators of the Massachusetts Institute of Technology, who devised power-looms for the weaving of a variety of figured fabrics, - coach-lace, counterpanes, ginghams, silkbrocatel, tapestry carpeting, ingrain and Brussels carpets, - and revolutionized their manufacture.
The city, settled in 1840 and named in honour of the merchant and philanthropist, Anson Green Phelps (1781-18J3), was originally a part of the township of Derby; it was chartered as a borough in 1864 and as a city in 1893, when the township of Ansonia, which had been incorporated in 1889, and the city were consolidated.
In April the pigeons were seen again flying express in small flocks, and in due time I heard the martins twittering over my clearing, though it had not seemed that the township contained so many that it could afford me any, and I fancied that they were peculiarly of the ancient race that dwelt in hollow trees ere white men came.
Congress granted another township (thirty-six sections) for the university in 1892, and its income is supplemented by legislative appropriations for current expenses and special needs.
