A split among the Democrats in 1835, due to the opposition of the Germans to internal improvements and to the establishment of a public school system, resulted in the election as governor of Joseph Ritner, the antiMasonic candidate.
The income from the state school fund is divided among the counties on the basis of the total number of days of attendance of the public school pupils; the legislative appropriation, however, is apportioned among the counties according to their assessed property values.
The public school system is administered by a state superintendent of public instruction, a state board of education, regents or trustees of higher institutions of learning, a superintendent of the common schools and a board of education in each county, and a board of directors in each school district.
