Three councils - the Council of State, the Privy Council and the Council of Finance, but in reality all power had been placed by Philip in the hands of three confidential councillors styled the Consulta - Barlaymont, president of the Council of Finance, Viglius, president of the Privy Council, and Antony Perrenot, bishop of Arras, better known by his later title as Cardinal Granvelle.
In practice the consulta could override the legislature; and, as the consulta was little more than the organ of the president, the whole constitution may be pronounced as autocratic as that of France after the changes brought about by Bonaparte in August 1802.
As these jurists had in their commentaries upon the leges, senatus consulta and edicts of the magistrates practically incorporated all that was of importance in those documents, the books of the jurists may substantially be taken as including (i.) and (ii.).
The strain and overwork, however, of the three years of office together with grief at the death of his only son in 1912, had told on his constitution; and after an acute attack of gout, he died in harness at the Consulta on Oct.
This body received the right of deciding by senatus consulta all questions not provided for by the constitution; the Corps Legislatif and Tribunate might also thenceforth be dissolved at its bidding.
