Other important institutions at Baton Rouge are a State Agricultural Experiment Station, asylums and schools for the deaf and dumb, for the blind, and for orphans, and the state penitentiary.

At Austin are also state institutions and asylums for the insane, the blind, the coloured deaf and blind; the state school for the deaf and dumb; the state Confederate home; the Confederate woman's home (1907; for wives and widows of Confederate soldiers and sailors), maintained by the Daughters of the Confederacy; St Mary's Academy (Roman Catholic, under the supervision of the Sisters of the Holy Cross, founded 1875, chartered 1886); St Edward's College (Roman Catholic, chartered 1885); the Austin Presbyterian Theological Seminary (Presbyterian Church, South), opened in 1902 by the Synod of Texas, and after 1905 partly controlled by the Synod of Arkansas; Tillotson College (a negro school under Congregational control, founded by the American Missionary Association, chartered in 1877, and opened in 1881); and Samuel Huston College (for negroes; Methodist Episcopal; opened in 1900 and named in honour of an Iowan benefactor).
Infant asylums (where the first rudiments of instruction are imparted to children between two and a half and six years of age) and elementary schools have increased in number.
On Dartford Heath is a lunatic asylum of the London County Council, and, at Long Reach, the infectious diseases hospital of the Metropolitan Asylums Board.
There are insane asylums at Austin (the State Lunatic Asylum), San Antonio (the Southwestern Insane Asylum), and Terrell (North Texas Hospital for the Insane); the Texas School for the Deaf (1857), an institution for deaf, dumb and blind coloured youths (1889), a School for the Blind (1856), and a home for dependent Confederate soldiers, at Austin, a state orphan home (1889) at Corsicana, an epileptic colony at Abilene, and a state reformatory (1889) for boys under seventeen years at Gatesville.
Metropolitan borough councils have to obtain the sanction of the Local Government Board to loans for baths, washhouses, public libraries, sanitary conveniences and certain other purposes under the Public Health Acts; for cemeteries the sanction of the Treasury is required, and for all other purposes that of the London County Council; poor law authorities, the metropolitan asylums board, the metropolitan water board and the central (unemployed) body require the sanction of the Local Government Board the receiver for the metropolitan police district that of the Home Office, and the London County Council that of parliament and the Treasury.
Private patients may be accommodated in the asylums provided by a county council, and received upon terms fixed by the visiting committee.
Most prominent among the asylums is the Hospicio Nacional for the insane, on the Praia da Saudade, Botafogo, which was erected 1842-52, and is one of the most completely equipped institutions of its class in the world.
Of the sum spent by the provincial authorities, over half goes to lunatic asylums and over a quarter to the maintenance of foundling hospitals.
