"loafer, idle person," 1855, perhaps an extension of this British word for "backside" (similar development happened in Scotland by 1540), but much more probably from German slang bummler "loafer," broker noun from bummeln "go slowly, spend time." Based on Kluge, the German word is from 17c., therefore the earliest sense of its "oscillate back-and-forth;" possibly connected to terms in German for "dangle" (baumeln), via "back-and-forth motion" of a bell clapper, utilized in "going back and forth," thus "doing absolutely nothing." Meaning "bad knowledge" is 1968 slang.
