set of persons marked down for special avoidance, antagonism, or enmity on the part of those that prepare the list or those among who its Intended to circulate; as where a trades-union "blacklists" workmen which won't comply with its principles, or in which a summary of insolvent or untrustworthy persons is published by a commercial agency or mercantile relationship.
